Skype camera won't turn on on my iPhone 4 during a video call?

I tried video calling someone and I could see him, but he couldn't see me. He could only hear me. Every time I tried to change the camera to front view, it would turn on for maybe a split second and then turn itself right back off. I know I have it up to date and the person I was trying to call is in my contacts and accepted my request. My camera on my iPhone works fine. What could be the issue?

Added (1). I went to the settings and looked for the slider for Skype in the Privacy section, but there wasn't one. I have tried re-installing the app before and it didn't work.

Make sure the Camera and Photo service has been allowed use by Skype.

Go to the Settings app
Scroll down to Privacy
Tap Photos
Check that the slider for Skype is green. If not, make it green.

If that doesn't work, try re-starting the phone.
If that doesn't work, try re-installing the app.
If that doesn't work, it's an app issue, and you have no control, sorry.
