So my iphone is stuck on the apple logo and I need to restore it?

Added (1). I'm fine with restoring it. I just don't want to lose my contact list. So if i have my contacts backed up on icloud, how can I access them on my phone after i restore it?

You're stuck in boot loop mode. IF you already have a backup of contacts in iCloud it won't be a problem to restore from iCloud backup after you restore it. Restore from iCloud backup-not set up as a new device. Best luck.
