T-mobile SIM card doesn't fit on iPhone 4S?

Can I cut the SIM card so it'll fit? If so, how? Please be specific. Also, do I have to unlock my iPhone so it'll work?

I think you need to buy another sim card. And see if you can transfer your t-mobile sim card to the new one

You need to cut it into a micro sim card, there are templates online.
and your att iphone would need to be unlocked to use on tmobile.

You can take the phone into a T-Mobile store and get an appropriate-sized SIM for it.

The phone has to be unlocked to work on T-Mobile- either factory unlocked (what I use) or an unlocked AT&T version. If it is a Sprint or Verizon phone it will not work with T-Mobile and if it is locked to AT&T it will not work until it is unlocked.
