Unlock Verizon iPhone 4S iOS 7?

You can't. Plain and simple. If you want a unlocked iPhone get a AT&T iPhone those are easy to unlock.
FYI, you need to get your device's UDID registered if you install iOS 7 before it's released. Apple has been disabling devices running pre-release software unless their UDID is registered with a developer account through a site like InstantUDID.com. It's $5, and they literally registered my 4S instantly.
