US Tmobile unlock code does not work for my iphone 5?

I followed the unlock code step but it does not work for my iphone5. Then I restored the device as the code said but it still not work. The error is "Your iphone could not be activated because the activation server is temporarily unavailable. "

PS: the unlock code is
1. Perform a backup (we suggest backing up through iCloud backup, however iTunes backup will work if you haven't setup iCloud)
2. Connect your iPhone to iTunes
Important: This step must be performed using the USB cable connected to your PC or Mac in order to trigger the process.
3. Within a few minutes, a screen will appear, "Congratulations, your iPhone has been unlocked".
4. The device is now unlocked. You may now insert any non T-Mobile SIM card into the iPhone.

Hopefully you didn't lose to much money, gsm iphones such as at&t and t-mobile do not have unlock codes. To unlock them you have to provide the unlock company your imei. Once the fee is paid it can take more than a week before it is unlocked. The quickest way to check is to find a free iphone imei checker on google.
