Way to bypass Set up on IOS 7?

I have an Iphone 4… A Barred one! It was working fine, other than it's disability to accept any Sim-Cards. Up until last night when I accidentally updated it to IOS 7… After it had finished updating, it went to the set up menu. I initially was not very worried but when I realized that you need a sim card to unlock it, I started getting worried. I tried to find ways to bypass the set up menu but really, the best thing I found was to open voice over and go on voice mail and cancel the call. I wanted to do that but the problem with that was that I must have disabled voice over before all this happened. I tried to reset it to factory settings but halfway through the process, iTunes suddenly said that for "Unknown reasons", it was not able to reset it… Does anybody have any idea as to what else I could do to bypass that menu?

Added (1). * For the record, I didn't steal this one I found it almost a year ago. When I was looking at information in order to contact the owner it simply switched off. I thought it ran out of charge So I put it in a charger but it turned out that the owner had deleted everything and barred it. If I was one to steal iPhones I wouldn't be asking how to make this one usable, I would simply steal another one. Don't prejudge!
