What development tool can I use to program in iPad for iPad and iPhone?
I want program or code using my iPad for iPad. What development tool can I use?

Objective C I believe is the language IOS uses, so if you want to program for ipads/phones learn that first. If you want to program for IOS you have to sign up as a developer for apple. They provide you with all the tools, but it does cost money.

- What tool does law enforcement use to unlock iPhones? I heard that in iOS8, the data is encrypted so that law enforcement can't unlock iPhones, but my friend in high school got his phone taken away, and the school was able to unlock his phone even though he was on iOS 8.
