What does it mean when a call cancels itself but no ringing was heard?

I have an iPhone 8 Plus with T-mobile if that's important. I called the person several times but the same thing happened every time. It seems like after the same amount of time, the call cancels itself. Before it canceled, a faint static was heard sometjmes and then it canceled. No ringing was heard so it was complete silence and then it canceled. My phone still said "calling mobile…". The person doesn't have a voicemail set up either but in times before, the machine would tell me that after the call went through and rang so I'm not sure what the issue is now. This hasn't happened before. I feel like if I had been blocked, it would go straight to voicemail. Could it be their signal or something wrong with their phone? Any ideas as to why this is happening?

I also have T-Mobile. I block calls for some numbers, and I selected that they NOT go to voicemail. Lately, due to all the robocalls, I frequently simply REJECT a call rather than answering. I'm not sure what happens on the other end, or if they even hear a 'ringing' tone.

Just to be sure, I'd try calling from another phone with a different number. If that call goes through, you may want to discuss the issue with the person you're calling. If they don't want to talk about it, you'll have your answer.

On my phone it will not ring at all, but afterwards show i have got a missed call from them, what do i do to fix this?
