What does it mean when ebay doesn't have CAD?

It looks like when people list a cell phone, they have to pick which carrier the phone is designed for. This is done by choosing one from a list that ebay shows you. The seller is referring to that as "CAD". The seller is saying that NTELOS was not in the list, so he couldn't specify it was for NTELOS in the section called Item Specifics, but he made sure to point it out in the other area of the item page.
