What does it mean when you are offline on the app find my iPhone?

My friend lost her phone and I used. My phone to go on the app and find her phone but it says it's offline what does that mean? It says it is not connected to internet but it shouldn't be because she has data and it should automatically hav Internet

It means that I can go to the internet, but it's not as fast as it is online
