What does 'USER BUSY' mean when calling someone?
Does 'USER BUSY' mean the other person rejected the call or they're on the phone with someone else at the time? (NOT on iphone btw if it makes a difference)
It means they are busy using something.
It usually means they're on the phone, either taking a call or calling someone. I'm not sure if you'd receive that message if their phone was turned off, though.
They are on the phone to someone else at that moment
It simply means that at that moment they are very busy with some other matter, and if you still wish to contact them, you will need to recall later. Very simple, isn't it?
Now can you please tell me why you found that so difficult to understand?
Yes i find it hard to understand because I'm calling a multimillion dollar company and they would have more than one phone line available

My friends phone has said user busy for four days. Does that mean she does not want to talk to me? Or has she lost her phone? Or is the phone turned off?
