What happened to my computer? It's slow as hell now?

First of all, lets get things started.
As usual, I went on my computer and played some games. When I started playing, it started lagging like crazy. I checked speed test and my connection bar thingy.

Connection Bar Thing: B4 Lag: 4~5 Bars (4 average)
: Lag: 1~3 bars (2 average)
Speed Test:
Paid for: 20mbps
Getting: 0.20~8.00 mbps

I'm afraid I might have a virus so I tried
AVG
AVG PC Tuneup
Comodo
Windows Defender
It didn't seem to do anything.
I have no idea when this had started, but as far as I know, it could be 1 week ago.

It's also just me. My brother is getting 15~20 Mbps
while I get so little.
I also lag him
For some reason, when I play a game(League of Legends)
I'd sometimes get 120 ping (average) but then sometimes it'd go to nearly 2000.
When my brother plays, his ping is 95.
Now, if I go on or do something like play games while he plays he'd lag if I lagged.
His ping'd go to 1000 but calm faster than mine.

Things I Had tried
Stop all utorrent torrents
Use antiviruses
use windows task manager and end useless tasks
Restart Computer, Scan for viruses
Unplug and Plug connection thing
Restart Router thing

If anybody knows what is going on please help.

1) Use malwarebytes for scanning, AVG and windows firewall aren't going to cut it to find a virus.
2) If anyone has bought more devices in your household, e.g. Someone bought an iphone, laptop, something that uses the Wi-fi. It'll lessen individual bandwidth.
3) Ethernet has better signal connection than wi-fi, that's fact
4) Most likely isn't a virus as you've said, but worth looking anyway
5) If there are more than 1 device, it'll lessen bandwidth for each device. Each devices' bandwidth will lessen with the more devices there are
6) Very rare to get the speeds you pay for
7) 4 Mb/Ps is fine, let alone 8
