What iphone photo editing app has this blogger used?

Unless you can find a giant with a diminutive twin, then you will need to use a computer with image editing software.
You aren't going to do that on a phone without it looking stupid, you need to use a computer with professional software like photoshop.
She uses her iphone and has said it's just an app in App Store but hasn't told anyone which one but she always Instagrams her pics
Not sure what effect you are talking about. Is it the fact there are two of the woman or that the photo isn't bright and such?
Photo was made on an overcast day so the brightness was even outside and she simply wore something with bright color, maybe the saturation was increased afterward.
Not sure which app was used specifically but do more searching for apps that support "compositing." This allows you to combine images.
