What is a site where you can add Bokeh dots?
How do you add these to a picture without using layers or something
and not on an iphone or android, just normal, online for free.
Well if you have a DLSR you don't have too. Just have lighting in your background(Something like Christmas lights.) And set your aperture to something like 1.8 or 2.4 and then take a picture of your main subject and There! You created bokeh!

"Bokeh" is "the pleasing rendition of out-of-focus areas" in a photograph. Great bokeh is unintrusive so as not to draw attention away from the subject.
What you are after are "flare spots" caused by in-shot or slightly out-of-shot highlights reflecting off internal lense element surfaces. The more elements- the more reflections.
