What is Apples policy on fixing Iphones?
My phone may have minor water damage. When I charge the phone, it will not turn on, but it does warm up from the charge. When I plug it into my Mac, an error message shows up saying "The USB device is using to much power, we have disabled it, to prevent damage to your computer", which shows me that there's some life left in my Iphone 4S. Will Apple fix a phone if I do not have insurance through my provider?
Also, are there any tips/ideas as to what could be wrong with my phone?
If you phone has water damage, that is not covered by Apple's warranty. If you want to get it fixed, take it to an apple store and have them give you a price for repair or you'll have to get another phone.
Yes, water damaged was't covered by apple's warranty. You will have to pay half price from the original price when you bought it, then they will exchange you phone with a new one.
User caused damage and water damage will NOT be covered.
If your contract is up then I would always put the money towards a new iphone upgrade, rather then spending it to fixed an older damaged phone.
You can recycle your old stuff on apple's site and they will give you store credit for it, so at least you will get something back for it. Even if damaged something is better then nothing.

- What exactly does apples 1 year warranty cover? I got an iPhone 5 in January and recently I noticed that there's 2 tiny black spots on the screen. I'm guessing they're the size of a pixel or 2. And also one of my volume buttons doesn't seem as clicky as the other one.
