What is in the unlocked iPhone 5c?

So I'm looking into possibly getting an unlocked IPhone 5c. I don't want a huge bill every month and have to be tied down with one carrier and have to be on a contract because I want to be able to have the iPhone 5c for as long as I want. I want to know how much the unlocked iPhone 5c is? How much is the bill and if there's one does the bill go down every month, does it come with Wi-Fi on my phone where I won't have to connect to other people's Wi-Fi? And lastly does it let me call and text people?

Unlocked is a great idea for saving money and you pay the 549 or 649 all at once and there's no bill ever again and apple will send it to you unlocked and from there any carrier you put this phone through whether straightalk through walmart or one of the more common carriers AT&T, Verizon etc should be prepaid for service every month but if you decide not to pick a carrier you will only be able to use this phone through your homes Wi-Fi, your friends Wi-Fi or any place that has Wi-Fi. Lastly if you do not pick a carrier for your phone I believe you won't be able to make calls or send messages unless you download an app that enables you to and even then the messaging app will only work through a Wi-Fi connection.
