Both iBooks and the Kindle app are free and good.
I would not use iBooks becase Apple is the only major ebook seller that does not offer readers for other platforms. You will always need Apple hardware to read iBooks.
I think Kindle Reader is best for free modern books because Amazon has a lot of free ebooks (though most cost money). You should also be able to find free versions of old classic on Amazon though you can also get those at in formats for various ereaders.
If you want an app with ebooks that are all free (though many are junk, fan fiction, etc) then try the Wattpad app.
