I'd like to say this: you can't. First, the iPhone will be 200$ no exceptions. Plus tax (depends on where you live) and plus a contract if you're on Verizon. All adds up to about 300+ dollars.
You can shop around (best buy, ebay, amazon, etc.) Truth is, it totally depends on your definition of cheap. The iPhone 5 is the latest version so I doubt you could ever find one below 400$ without a contract. But if you are willing to get a contract, verizon and at&t start are 200$ with 2 year contract.
Sprint has a pre-owned one they sell for 50$ with 2 year contract http://shop.sprint.com/...hones&ptn=
But like I said it all depends on what you're willing to spend and if you want one without contract or not.
