Without signing a contract. Cos my parents don't want me to and also they want me to get an unlocked one. I won't on craigslist cos people got scammed that way.

Provided you are 18 years of age and older, eBay. If you are under 18, you risk running into issues if your parents find out, if you used their account, and eBay finds out - you and your parents will be blocked from eBay.
Why not on contract? That seems like the best way to me.
