I assume you mean turn on. One thing you could to is to hold down the top power key, at the same time press and hold down the + volume key. If that doesn't work, check the port of the phone. It could be that the charging port is damaged and is not allowing a charge to be received through the phone. Ensure also that there's no corrosion in the charging port area which would also cause problems.
If all else fails mate, jst take it to a repair shop.
