IOS 7 will be released sometime in Q4 2013
It's supposed to be out in late 2013, but don't get too excited. Apple may very well skip the update for iPhone 4/4s. They've made similar moves in the past, essentially forcing people who want the latest and greatest to upgrade hardware.

It's not out to the public until the fall, but you can try it early if you register your device's UDID with a site like http://www.instantudid.com/.It's $5, and then you can install the beta before everyone else. That's how I got iOS 7 on my 4S.
It will officially be released in Fall 2013 but you can always try the beta versions if you have your UDID registered with a dev account. You can register it at a place like http://ios5activations.com to install all iOS 7 beta versions and even upgrade to the final version before it's officially released.

- Why is iOS 7 way too glitchy? When iOS 7.1 come out?
