Where can I go to get an iCloud lock removed?
So i bought an iPhone 5 from craigslist, and i didn't know anything about iCloud locks before i bought the phone, and i had to learn the hard way what an iCloud lock is, so now I'm stuck with a useless phone which i spent 190$ on. And i was wondering if anybody could help me by letting me know where I can go to get this iCloud lock removed, I live in the valley of LA, and I will be willing to pay more money to whoever can help me remove this iCloud lock.

You can't as its a security feature (which is a great feature). The person that had it originally will need to wipe it before you can set it up as your own (which by the way if its stolen that means you can't turn off find my iphone either, and it will notify them of the phones location whenever its connected to Wi-Fi or celltower).
You should have verified this before buying, and had you posted the question here everyone would have told you this.

I downloaded an app a while ago that has since been removed from the app store, and I recently had to replace my iPhone, so had to restore from an iCloud backup, however this just redownloads the apps from the app store, so I've lost the app! So is there any way to put apps onto the iPhone that you've owned before but are no longer available on the app store?
