Legally, its impossible unless it is a certified bleach app or site.
For free i don't know man:/
But Hulu has 337 out of 366 episodes in English sub, of course paying monthly which isn't much like $7 or $9 to be exact
But it's not that bad you should try it
But if you ever do find out post it so I can watch to k: D
You can get the Crunchyroll app free, search up Bleach, and watch it. Or I think there's actually a Bleach application that has all or most of the episodes. But I'm pretty sure either way they're subbed. Don't think you can get them dubbed on your phone.
