Personally I wouldn't buy an Iphone. But for the question the 5C is the budget friendly version. Construction is a polycarbonate and steel, making it a bit heavier than the 5S (20 grams) and thicker. It does come in more colors than the 5S. The 5S is made of aluminum and glass. The 5C processor is slightly slower and has a single LED flash on the camera and slightly lower quality pictures probably never noticeable unless side by side but still lower. The 5C has less features for the camera function again more basic. The storage capacity on the 5c is limited to the basic 8, 16 and 32 gb, where the 5S has all of those and the option of a 64gb. The 5C has a slower processor than the 5S. The 5S also has touch screen unlock or biometrics kinda gimmicky but it is there. So which is better is a personal choice really technically the 5S is a more advanced phone in many areas but at a cost. Now if you wait a month( rumors are September 6th) the Iphone 6 is supposed to be released. Causing the 5 series to drop in price. So don't buy the 5 series yet you will be paying full price or so I bet if you wait till after the 6 comes out the price of the 5S will be lower than the current 5C.
