Why am I not recieving my maximum download bandwith?

Firstly I have a Standard Sky Unlimited subscription which promises me the maximum download speed for my line to be 12.9Mbps - 19.0Mbps. So just before Christmas I noticed my download speeds had slowed down to 0.5mbps and called Sky who thought it was a line problem. They sent out an engineer on Monday 30th who told me it wasn't a line problem but rather a broadband problem. So I called Sky back up and after a chat with second level support I was delighted to be told my speeds had been increased, after checking my router speed it said 16MBPS. Since then I have kept my router turned on (I'm guilty of turning it off when it's not being used in order to save on my electricity bills) However, this morning my electricity cut out. On another note I received a free Sky Wireless Booster today too and have set that up to try help with my speeds around the house. However! My routers Default Gateway (http://192.168.0.1/) statistics are showing as saying download speed is 22010kbps (21.5mbps) but the Internet seems to be going a lot slower and when I perform a speed test on an independent website (http://www.speedtest.net/) it says I'm maxing download speeds at around 1mbps. The devices connected are my laptop, iphone and Sky+HD box. Why is my router saying I have a high download speed yet the independent online tests are saying differently? I have tried turning everything off, unplugging everything, putting it back together and turning it on and nothing. The speed test does improve significantly when in the same room as the router and when connected with an Ethernet cable but in the next room it's struggling to load a basic webpage, that's why I got a Sky Wireless Booster and plugged it in the room, the signal has improved but the strength and download speed hasn't improved at all. I was told that for the first 10 days after my chat with Sky that my speeds could fluctuate but I wouldn't think the speed would drop this low. Is there anything I could do to speed up my Internet usage?

Well to say you have a package that's 12.9-19.0 Mbps you don't actually get 12.9mbps its actually half of that or even less, for example I pay for a 3Mbps connection and my download speeds are only at max 380Kbps. If you catch my drift stuff can be misleading. As for the test sites like www.speedtest.net they give your speed that the package suggest.

You'll never get the speed claimed by the sales teams at ISPs, no one gets those speeds. You have to take into account also the length of your telephone line from the exchange (remember it may be longer than the line of sight) and also the quality of the telephone lines, whether BT have used stainless steel instead of copper to save money.
