Why can't i install an app on my Iphone 4?

So I have the 8gb Iphone 4, and when I go to install fifa 13 on my phone it says 'can't download, there's not enough available storage to download FIFA 13' even though when I go on iTunes to check, it says I have 3.24 gb available and the game only uses up 1.48gb…

any suggestions why it is doing that and how to resolve it because I really want to play fifa on my phone.

I can't download/install ANY apps on my iPhone 4s, does tower/phone signal strength have anything to do with this? I can only get "one dot" of signal strength at my residence, could that have something to do with it? I tried just to add two apps to my iPhone (which were both FREE apps) and that little "circle" just kept spinning and spinning and spinning… I finally just said "heck with it" got tired of waiting.
