Hi this may be because you're trying to Imessage an Android phone or it could be related to your Phone service Carrier. Try text someone else with an Iphone and see if that works, if it does then it must be something to do with your Phone carrier and i recommend contacting them.

I have a friend who has verizon and it sends messages to him very fast and I have friends who have different carriers and it won't send to them.
