From a technical point of view, they can.
However Apple don't want their users doing that, since it would reduce their advertising revenue.
The iPhone is designed to be so easy to use that even your grandma can use it but it doesn't have advanced features like splitscreen.
Android is a little more complex to use but it has many advanced features such as split screen and picture in picture (some of them even have two screens).

They can but for whatever reason Apple hasn't implemented it as a feature for iOS. There are jailbreak examples of it working just fine though.
iOS 13 is expected to be a overhaul much like iOS 7 was (it was to be iOS 12 but they decided more on polishing iOS instead) so perhaps it would be the one that brings the feature.
- Why people like iPhones? I can't never get people who like iphones to give a good reason, why? Some say it easy, but a lot have no clue on how to use their own phones. Can someone explain something useful that great about iphone? Everything they think is special other phones have been doing for years.
- Why does iTunes split up my albums? This probably one of the only things I liked better about my Windows phone. When I transferred albums from my PC to my phone, all of the albums stayed in tact, whether or not there was more than one artist featured on a given album. However, as I began to transfer music from my PC to my iPhone, the albums were split up anytime a song had a different artist. Why does iTunes do this? It is beyond annoying.
- Why do iPhones have the same lock screen picture in movies? Am I the only one who has noticed this? Every movie I see with an iPhone, the lock screen is of the raindrops. I don't think I have seen any different but I might just not be noticing it if there are different ones. This might be a stupid question with an obvious answer but I honestly have no idea. Why is this? Or why would this be?
- Why are my messages being split up? I just switched from the iPhone 5c to the new Galaxy 6s Edge from AT&T. Whenever I send my cousin a text with multiple sentences they split up sentence by sentence. She has the iPhone 5s with Verizon i believe. Is there any way to fix this?
