Why do I have to turn off and on my Iphone 5 hotspot?

My laptop will not detect my Iphone hotspot. If I turn the Iphone hotspot off and then on again, my laptop will detect the connection. How can I avoid having to turn the hotspot off and then on again when I want to connect?

turn your Wi-Fi off and on… Simple 1 sec move… Life aint that hard. Why do you have to do this? To force the re-registration of the signal. Normally, either Wi-Fi is off or Hotspot is off before someone connects. Pick one to be off all the time and turn it on when your are ready to connect.

I have iPhone 4 (not 4s) and in my settings it said personal hotspot do I clicked on it, it took me to another page and I turned on, it then took me back to the main settings page.
