Why does my 16GB IPhone say storage 12.5 used and 0 bytes avaiable? - 1

The operating system uses some of the space for cache memory and temporary file storage. If the user deleted these files, the phone would stop working, so it hides the space from the user.

Because not all 16GB is available to the user & it sounds like you've used up all that is available to you.
