Why does my phone say I have used up my space but I haven't?

It says I have used nearly 12 GB yet if I add it up it comes to like less than 1 GB!
Back up everything important and do a factory reset.
It's a problem with the way flash memory works and Apple hasn't addressed it even though Android and Windows have.
- Why does my iPhone say that I have no storage space? I deleted so many apps and it still says that I have no space. I can't take pictures, download apps, nothing. I've tried turning it off and on and it says the same thing. What can I do to fix it? I'm trying to do everything I can't to restore it.
- Why does my iphone say my photos take up so much space? I have only like 300 photos in my iphone and it still says that it takes up 4GB and its frustrating since i've already deleted over 700 photos and my phone still does indicate much change of my storage space. Could it be that there's some hidden location all my photos have been saved or something?
- Why does my iPhone say it doesn't have memory when I haven't used all of it? I've had an iPhone 4s for about 5 months now and for some reason it says I don't have any memory left. It's got 16gb. I've used about 5gigs of music and mabey 2 in games but it says I only have 100 megabytes left. I went to system, usage and added up all the things i have downloaded and it comes up to around 10 gigabytes. Why does it say I don't have memory left?
- Why does my iphone say I have used so much storage? It say I have used 5.3 GB. It say I have 821mb left. I added up all the apps and and its like 3300 MB. I looked it up and its like 1000 MB in a GB. So that's like 2 GB that's being used that isn't there. What is taking up all my storage. Can someone please explain?! And can someone tell me how to free up some storage if I can
