Why doesent my digital camera focus like my iphone 5s?

My iphone 5s will focus up close and blur the background and stuff like that but my GE X600 won't do anything like that

If you set the zoom on your GE X600 to it's "wide" end you'll find that it will focus reasonably close. Your iPhone 5s only has a real wide lens hence that very close focus and somewhat distorted perspective.

Sure it will. Zoom all the way out, get as close to the subject as you can, keep the background as far back as you can, you will get blurring.

As for focusing up close, put it in Macro mode, it will focus as close as 1/2".

Blurring out the background is very useful way to separate your subject from the background. You do this by backing up and using a long(er) lens. How long? Depends on the situation and how far back you get. Using wide lenses will not produce blurry backgrounds as easy as longer one will. This is because the longer the focal length, the shallower your depth of field will be for any given distance and lens opening.

You have to set the GE to lowest f/number, position the subject as far away from the background and the camera as close as possible to the subject.

The phone is easier to use because you don't focus a phone.
