It doesn't offer it because people requested a 128GB option, and the 64 GB was the highest selling iPhone model on the 5S. Apple has historically only carried 3 capacity options. The 32GB was not purchased by enough people so they replaced it with 64GB as the middle capacity option.

They have replaced the 32GB Version with a 64 GB version and replaced the 64GB version with a 128GB version. This is probably due to the increase in demand for more local storage on these devices.

As far as i know, the 32GB version of the iPhone 5S when launched is the same as the new iPhone 6 at 64GB. They are giving you more storage for the same price range with the latest model.

It's a marketing strategy called price bracketing, taught in every first year economics program.

Price bracketing is when a company offers products at least three different price points. In this case, consumers may see that the 16 GB model is too small, the 128 GB model is too big, and therefore the 64 GB model is just right.

"For only $100 more, I can get four times as much storage!", they would think, referring to the 16 GB vs. The 64 GB.

"Only $100 more" is an enormously powerful marketing strategy that Apple has used successfully for years. It's frikkin' music to their ears, but was only recently a reality when 128 GB phones became economically feasible in terms of design. For bracketing to work, you need a low-end product with insufficient capacity (i.e. The 16GB) and a high end one that is almost prohibitively pricey (i.e. The 128 GB). Stick one in at the high end of the median and you've just created a licence to make money.

Make no mistake - Apple intends and expects to sell boatloads of 64 GB phones. Crafty.
