Why I can't unlock the modes on Fifa14 on iPhone?

I downloaded Fifa14 as it was free, then I paid the 4.99$ to unlock the 3 modes but they just gave me this message "Shop currently unavailable. Please check your Internet connection or try again later" and now I can't buy it anymore, the button is "Unlock All"

I tried to remove it and download it again but the same thing is happening.
I even tried to fix this from other country but also they just keep on giving me this message
anyone knows how to fix this?
