Why isn't my sound on my iPhone 4 working?

So every time I press + or - nothing shows up or when I go on YouTube the sound doesn't come on it when i go to my sound settings my ringer comes on please help

I'd say your buttons have malfunctioned. They can be repaired quite cheap doing DIY or go to an iPhone shop. Some Internet cafes or computer shops do repairs as well. This is not an expensive fix not time consuming. (An hour max)

Try to use assesive touch instead device>volume up / volume down

So today I had stepped on a wire and my sound stopped all of a sudden on my turtle beaches for xbox 360 Now the speakers are fine because I plugged them into my iphone and listened to music although it was very quiet I can hear voice messages and voice chat just fine But nothing else
