WHY ISN't MY COMPUTER DETECTING MY IPHONE?

My sister just wants new music on her iphone 4, but the itunes on my computer (Gateway, Windows 7) refuses to recognize it! It used to…
She hasn't updated her iphone since she first got it which is like 2 years ago or whenever we bought it. Since then I have updated iTunes to the most recent.
Now any new updates are not showing up on her iphone as even an option…
and we can't update her phone through the computer because it for some reason can't detect it…
WHAT DO I DO
Added (1). Yes this is the laptop we have always, always used.
Note - my iphone is also not working to connect.
The cord we're using it not apple's charger, but another one we bought which is compatible. It has a usb-like connector thing and everything.
Update everything. You can update it without having to connect it to a computer.
Is this the computer she regularly's sings her phone with? Apple doesn't want you to be able to download songs and other media from other people's computers, so once you sync it with one computer, you have to delete everything on the phone if you want to sync it with another computer.
It might be that the wire is broken. This has happened to me many times.

- My iPhone isn't connecting properly to my Windows XP computer? Not detecting photos? I've been trying to view my photos from my iPhone and transfer music from my computer onto it but its not working. The Camera and Scanner Wizard thing opens and a pop up comes up on my phone saying "Trust This Computer?" and I select "Trust" and it appears to try to sync but then it fails. The wizard says there are no photos on my camera but there are! How do I fix this? My USB cable isn't loose or anything and when I got into my computer it shows Apple Iphone.
