Why won't my file appear in Tones?

Ok, I'm kind of in a hurry here. I have a ringtone on my computer (it's a Dell) that is an.m4r and under 30 seconds and everything required to be a ringtone on my phone (iPhone 4) but whenever I drag it from my Libraries to Tones it just does, nothing. Nothing appears and I can't get anything in the tones section of iTunes. Can somebody Please help?

Making Ringtones From MP4 Files

Select a song you want to use as a ringtone and write down the starting and ending times of the section you want to use. For ringtones, the clip must be 30 seconds or less.

Right click on your song and click "Get Info." Under the Options section, change the stop time and the start time to the times you wrote down previously

Import the song under the "Edit," "Preferences" and "Import" settings on most media players. Alter the import method so that the song is imported as an AAC file. This should be one of the options under "Import."

Click OK and the clip should appear in your music library right next to the original song. Find the clip in your music folder and drag and drop it onto your desktop.

Upload the song to your phone. With an iPhone, drag it into your iTunes ringtones section. With other phones, either upload it to your phone using a USB cable or memory card, or upload it to a ringtone sharing site and access the site with your phone.

Find the uploaded song in your phone and assign it as a ringtone.
