Why won't my imessage work with ios7?

I updated my iphone 5 to ios7, then ios7.0.02. My imessage and FaceTime have not worked since then. When I try to activate imessage, it just stays stuck on "waiting for activation." Neither my number or email shoes up, and when I try to sign onto my Apple ID it just tells me to reset my network settings.

Reset my network settings dozens of times -both with imessage on or off, any combination I can think of. Still doesn't activate. Turned off/on imessage again, still nothing. Turned off the phone, waited a while, did hard resets, etc, still nothing.

Even wiped my phone to factory settings and restored through iCloud. Still not activating.

I was even told to do some combination of settings on airplane mode, not working. Changed my DNS on my Wi-Fi to 8.8.8.8 which seems to be a popular answer. Not working.

It is working on my ipad but this does me no good as I don't have free texting. Is this happening to anyone else? How to I fix it?

The recipient and I are both within Wi-Fi connectivity. The send button even turns blue. When I try and send MSG it says not delivered. Whenever I text to someone, the iphone won't notify me if someone texted, even though i went to setting and turned on everything. My uncle has the same problem on his iPhone 4(jailbroken on iOS 5.0.1).Is there a way to fix this? I don't like always using my iPod Touch to iMessage.
