Why won't my Jail-Break apps show up in my settings?

I have a jail-broken iPhone 5S, I'm running on ios 7.0.4 and I download Cydia apps that work for ios 7, and they say they are installed, when I check settings, they aren't there, Please Help Me.

You are actually stuck in safe mode, mobile substrate us really buggy at the moment, to fix it first reinstall mobile substrate then reinstall preference loader, let it respring and that should fix the problem

First of all what you need to do is check for PreferenceLoader in Cydia. A problematic update broke this tweak and updating this particular tweak can solve all the problems. Here you go:

Launch Cydia -> Tap on Manage -> Packages and Look for PreferenceLoader, tap on it and tap Modify from top-right. Then tap on Re-install and at last you need to re-boot your iOS device.

If you don't find PreferenceLoader, search for it in Cydia and install it. Updating this tweak should fix this problem and you should see the tweaks appear in the Settings tab.
