Wi-Fi slider on IPhone 4S is not working?

I can't turn on Wi-Fi… The slider for on/off is greyed out. It won't let me turn it on to search for Wi-Fi signal.
Its software is of version 6.1.3(10B329)
Modem Firmware: 3.4.03

I have tried pressing the home button along with the restart button and it didn't work.
I have also gone through the Go to Settings>General>Reset>Reset Network Settings phase and Reset All and it's still not working.
What shall I do?
