Will changing the screen to my iPhone 6 cure touch disease?
I bought this phone off eBay fully aware that it had touch disease and a crack in the phone. The phone is on but the screen stays black. If I get a new screen would it fix the touch screen and the black screen problem? 
Black screen has nothing to do with touch disease. You bought a bum phone. I'd suggest you return it (unless they told you that it wouldn't turn on).
Touch disease is usually quite specific- due to 2 integrated chips on the motherboard failing due to drops. A faulty digitiser due to a cracked screen can also cause touch failure.
A new screen may not fix it if it is true touch disease. As far as I'm aware touch disease does not cause a black screen
