Will deleting the backup on iCloud be bad?
If I delete my back up on the "manage storage" tab under icould, will that affect the data thats currently on my iphone? I just backed up my iphone on my laptop. And I need more space on my phone.

No, I don't believe that deleting a backup that's stored on Apple's iCloud service would erase any data or apps from your iPhone.
However, before deleting your phone's iCloud backup data, I would suggest that you check to be sure that there isn't any information stored on iCloud that may be important, but don't realize is being stored there.
If you choose to backup your iPhone to your computer, you are essentially backing up the same information that would be stored to iCloud, with the exception that you can't access it wherever you happen to have cellular Internet or Wi-Fi access -- you'd have to use a cable to backup and/or download the data.
