Yes, it will have Siri. Ever since Siri was first introduced, it's been on every new iPhone and iPad.
As far as whether there will be a Lifeproof case, you would have to ask Lifeproof, but I'm sure there will be one.
Yes, the iPhone 5s as well as the iPhone 5c, will both be receiving the original iPhone 4s Siri feature, and most current and future generations will also be getting Siri. I assume Lifeproof will be making a case for the iPhone 5s, but with plain logic, no the touch ID feature will not work if they still want to be "Lifeproof", but they can surely make a case for the device.

No case that covers the home button (like lifeproof and otterbox) will work with the fingerprint reader. So you could use the current iphone 5 case with the 5S, but the fingerprint reader will not work.
