Will jailbreaking my iphone let me get apps that need higher ios?
I have an iphone 4 with ios 7.1.2 and i noticed that a lot of apps require ios 8, so as the question says is it possible?

No. Even if you could, the only way would be to install iOS 8 which would then make your iPhone 4 run far too slowly to be useful which is precisely why the original 4 never got any higher than iOS 7.1.2. Most struggle on iOS 7 anyway so I kept mine on iOS 6 until I finally upgraded to a later model.
I don't think you understand but those apps NEED IOS8 they WILL NOT work with an older operating system.
Nope. The ROM is permanent and non-changeable. It determines what iOS you can use and 7 is it for that model. (My 3 GS maxes at 6.1.6) The 4S can go to iOS 9, but many apps won't work on it because the ROM doesn't support the things the apps need.
