Will there be a jailbreak for ios 7 on iPhone 4S? Like on evasion and redsnow? Will the jailbreak come out withing 1 month of the release of ios 7 or is it already out?

There can be a jailbreak for it, just don't expect it to come out soon after the iOS 7 release.
