Yes - but you must buy an international plan for data. You also should get a couple of apps that help yo find free Wi-Fi - including one that will allow you to download a database of location that you can access OFFLINE, for obvious practical reasons. You can AVOID a calling plan if you use Skype. This is all short-term - vacations, etc. If you are LIVING overseas, you need to consider other alternatives - those overseas plans, that think you are still in the US, just *visiting* somewhere, are pricey.

If i buy a iphone for example on att contract and unlock it, will att charge me what's left on the contract or will i just go by like nothing happened and free of contract? I haven't seen this but it makes quite a bit of sense for companies… Not sure if they do however.
