Would you recommend I get me an iPhone 5?
I'm buying a new phone, and I don't know whether or not I should buy the iPhone 5? I don't have a Mac, only Windows 7. I do have iTunes set on it. But If I buy the iPhone, will my iPad Mini get boring? Should I rather take an Samsung Galaxy S4? Or should I wait for the 5S too come out? Also, I don't have a credit card too purchase of iTunes and App store, only Debit Card.

I think you should wait for the new iPhone to come out in September. And you won't have any problem with the Windows 7 either as long as you've iTunes installed. If you already have the iPad Mini, I think you should try the Samsung Galaxy S4 or HTC One which are great too. About the credit card, you've to make security deposit if you can't get a credit card and you can pay with cash.
Yes wait there was a repot today that the new iphone 5s or 6 (not yet confirmed) and the smaller more affordable iphone will be debut on September 13th
