Bought a blacklisted iphone 5s from the states?

My uncle bought my mom an Iphone 5s and he bought it for around 250 american and we paid for shipping which was 50 something to canada, it said its locked to sprint and when we took it to the unlocking serivice guy, he freaked out and said its stolen. I looked up the imei and it said its on the national blacklist, i can use it as an iphone but no calling service, what can i do about it? And the kijiji guy he bought from denies everything and we don't have proof of purchase or anything

Next time ask for the imei up front to check the phone's status. It's too late after the fact.
