Can I get an iPhone without a plan?

My best friend has two iPhones, one that can call and do things out of Wi-Fi, but the other one acts like an iPod touch. It can't do things out of Wi-Fi. Where it usually says where her service should be, all it says is "No Service" then the Wi-Fi next to it. My mom will never let me get an iPhone, only because of the monthly cost. IIm 13, and I a small number of close friends, and they all have iPhones. Is there any way to get an iPhone without having to get a plan like my best friend?
