Can I report to my bank a transaction that I made on PayPal?

Basically i made a transaction on PayPal for an item on Ebay bidding which is an iPhone 5s, I purchased it for £500 but then after that the seller on Ebay removed the item on the site and her account was suspended. I've contacted Ebay but since I didn't complete the payment on their website they can't help me. So I tried PayPal dispute/claim but they said I need to contact the recipient directly but since then I've got no response from the redneck. Any advice on what I can do? Can I report it to my Bank or the only way is to report it to the local authorities(police)? By the way I've got the name of the *****: Stacey Carlyle aka Cutie Booty Bows/Chic Shimmers beware of this name and don't get scammed like me.

If you bought it on ebay how could you have possibly not completed payment on their site? That makes no sense, you need to call them back. If you bought this item on ebay then the payment was completed on ebay. Especially using Paypal which is owned by ebay. Tell ebay you want to talk to a supervisor, give them the item number, etc. Threaten legal actions. Ebay has buyer protection, and it works great. I've been using ebay for nearly 15 years now. Did you see a phone on ebay, talk to the seller and just purchase it outside of ebay? Is that what you mean? If so, then NO ebay can't help you, only Paypal can though, so call them back and get them to DO something about it. They usually take 7-10 days to get the money back to you. Your bank probably can't help you, unless the $500 came out of your bank account and into Paypal. Still I'm not sure what they can do. It happened on Paypal, they CAN fix it.

File a police complaint immediately [fraud]. Then take the resulting paperwork to your bank and ask them for assistance in reversing the PayPal charge. Then get back in touch with PayPal -- their service has been used by a scammer who took the money but failed to deliver the goods.

Huh? EBay owns Paypal, and Paypal is the service they use for payments. If you won something on eBay, and paid through Paypal, you can open a case directly on eBay.

If you went off eBay and made some other transaction, you violated their policies and are likely out of luck.

You need to clarify what happened to get good advice about what to do next.

I sold an iphone 5 a couple weeks back on eBay, I did let them know that I was on holiday and will send off when I was back and they said that would be fine. So I sent it off when I got back, but the buyer has now opened a case saying when it gets there they want to refund it. When I did say in the auction no returns, will I have to refund them?
